Summary
• Switch non-Chinese locales to icon-only navbar until >=1280px
• Prevent layout overflow and horizontal scrolling at default window sizes (e.g., 1152px)
Context
Fixes #1783: English mode causes layout overflow with horizontal window scrolling.
Test
• Set language to EN/TR/VI
• Window width at 1152px shows icon navbar (no overflow)
• Chinese locale keeps existing text breakpoint
