Community health files for LLNL repos

The LLNL .github repo now contains a folder of community health files and related templates (https://github.com/LLNL/.github/tree/main/community-health) that developers can copy and/or modify as needed to ensure their repos adhere to certain guidelines regarding licenses and other aspects of releasing and maintaining open source software. Version 1.2 contains:

• Contributing Guidelines
• Code of Conduct
• Issue resources and template
• Notice
• Pull request resources and template

News templates for the software portal

LLNL's software portal (software.llnl.gov, github.com/LLNL/llnl.github.io) contains a section called News (software.llnl.gov/news/), with subpages for Events (a subset of News) and Archive (all news). Templates for each type of News post are housed in this .github repo. Version 1.1 contains:

• Templates for 8 types of News posts
• Updates to template file names
• Updates to template front matter
