This PR references part of issue #33 "ability to sort tank locations by neighborhood". I have added the ability to sort water tanks by neighborhood. I added a visible neighborhood column where a user can click the neighborhood column name and it will sort the water tanks accordingly. This is done with Ajax, so it's very nice and snappy to allow for a good user experience. Let me know what you guys think, I'm happy to change or fix anything.
