This lets us keep using HSC for the next few months until we have LSSTCam(Sim) data. However, this shift invalidates the exposure/visit numbers of existing HSC data in the dev testbed.

This PR redefines the algorithm for generating mock HSC visit IDs so that we can keep running HSC tests into 2025.
