* update ndt7 result row schema

* added known descriptions, shortened file by removing repeated fields and removing references in descriptions to upload or download measurement

* update bindata

* moved common standard column fields into toplevel.yaml; removed 'Upload.' prefix to ensure all fields with the final names/descriptions are parsed correctly, reusing the same descriptions

* removed whitespace at EOLs per review comments

* corrected a line with incorrect indent and a multi-line description broken in the wrong spot.
