Adding deployment rule for PyPI. Minor updates to documentation

The following changes have been done:

1. Adding deployment rule to GitHub workflow.
2. Restructuring documentation: separate file for installation.
3. Updating Ruff exceptions to not include bare except. Now the code catches bare except statements.
4. Minor changes to in-code documentation and argument descriptions.

I took a look at the changed files, I don't see any potential code-breaking changes. Thanks for all the hard work!
