chore: update asset tracker from upstream + update memfault

### Summary This PR updates the asset tracker application to the latest upstream version using the recently synced `dogfood` branch from our NCS fork. Command used: ``` diff -duwr memfault-asset-tracker/ nrf/applications/asset_tracker_v2/ | patch -p0 ``` Updating memfault to the latest version otherwise we hit the `CONFIG_MBEDTLS_SHA1` build failure that was fixed in 1.12.0. ### Test Plan Built locally & flashed a thingy91.
