Added a file for the expansion variant of 18Chesapeake with the following changes

• Adjust stock values
• Adjust percent to float to 0.5
• Adjust par values
• Adjust D-Train price to 1100
• Add exceptional payouts
• Removed unused values

The BGG ID is still set to 18Chesapeake as the one of Off the Rails is an expansion ID. Not sure if and how your app utilizes this ID, but I can change it to the one of the expansion if you want me to.

The same thing I asked in #78 with the exceptional payouts, I found the exceptional payout thing in #18 but I haven't seen it being used anywhere else, so I'm not sure if the app itself supports it. But it does look way easier than adding all that bloat.
