Release Process

The new build.lua allows us to easily retag files. Just run

l3build tag v0.4.0

in the command line and all files will be tagged as "v0.4.0" with today's date (it doesn't matter if you include the "v" when calling l3build tag it is automatically added and stripped where necessary).
