Fixes #440 .

Changes proposed in this pull request:

Replaces writing to disk with inbuilt OutFile Parameter of Invoce-Webrequest

How to test this code:

Upload PBIX File with >1GB size to Power BI Report Server
Supporting up to 2 GB file size has to be configured in Report Server
Use Out-RestCatalogItem to download this file to local disk

Has been tested on (remove any that don't apply):

Windows Powershell 5.1
Windows Server 2022, 2025
SQL Server 2022
