Feedback from craftsmanship review.

  • "Developer File Explorer" should be renamed "File Explorer"
  • Margins on main page need adjustment
  • QuietBackgroundProcesses expander should default to not expanded

@nieubank To remove Needs-Triage please add a Priority-* label.
