Environment card status and header text color do not have a good contrast ratio for accessible users #3809

Steps to reproduce the bug

navigate to the setup environment page and the environements page.

Expected result

The Header text for "Microsoft Dev Box ()" item in the setup environments page has a dark gray color and the status text in the middle of the environment cards also has this dark gray color.
