docs: normalize and update broken links in wiki

🛠️ Description

• fixes lots of links in the wiki
• normalize links in wiki to use relative path to dev branch (../tree/dev/xyz)
• add section for docs-mslearn in docs-wiki/architecture.md
• update links to workbooks/governance & workbooks/optimization in docs-wiki/architecture.md
• fix link in README.md
• fix links to changelog and remove line with broken link in .github/ISSUE_TEMPLATE/-internal-only--release-checklist.md
