Change Kusto deployment to make deployment more consistent

Change the SKU used in Kusto deployments in an attempt to make deploying resources more reliable.

This PR updates the Kusto cluster deployment configuration in the test resources to use a more cost-effective and consistent SKU for testing purposes. The change switches from a production-grade SKU to a development SKU designed for testing scenarios.

• Changed SKU from Standard_E2ads_v5 to Dev(No SLA)_Standard_E2a_v4
• Reduced tier from Standard to Basic and capacity from 2 to 1
• Added explicit property configurations including enableAutoStop for cost management
