What does this PR do?

Small description updates for Load Testing to share validation information of the parameters to make troubleshooting and agentic conversation development less error prone.

Pull Request Overview

This PR updates Load Testing option descriptions to include validation constraints and consolidates object initialization formatting throughout the OptionDefinitions.cs file.

• Adds character length validation information to Load Testing parameter descriptions (Test ID, DisplayName, Description)
• Consolidates multi-line object initializations to single-line format for better readability and consistency
