Description/Context

Doof makes announcements like

Release 0.5.1 for mit-open was deployed at https://mit-open-rc.odl.mit.edu/!

in Slack. However, the mit-open-rc URL does not support keycloak login. We should use mitopen-rc instead.

Plan/Design

Change the RC url to https://mitopen-rc.odl.mit.edu/
