Cleanup openocd configs and add WeAct Studio STM32C011F6 boards

• DateTime compile time parsing had a bug when it tried to parse 1, cos from_chars does not do leading spaces 🙄
• We've accumulated had too many similar OpenOCD configs over the years, I've templated them now
• Removed the openocd.cfg files that only contain a "find the STLink" command. You cna do the same in the project.xml. Updated the docs on that too.
• Removed trailing ; in Python code, wtf.
• WeAct Studio C011F6 board support package. I got this to verify that modm does indeed run on tiny STM32, otherwise it's not super interesting as a board.
