Provides an administration panel, available when users have the instance_administrator flag, that needs to be set in the DB directly.

This adds a Administration tab in the navigation, and those two screens:

@djaiss I think this one is ready. The specific actions (lock user, revoke key, etc.) can be done in a separate PR
