This milestone is to collect all the issues and pull requests that must be addressed for incoming v5. It will include things like:

• Create the 4.x branch, where stable versions will continue happening (leaving main clean for development).
• Raised requirements to PHP 8.1 (now 7.4).
• Moodle 4.1 and up (because of the above).
• Update Symfony to 6.4 LTS (now 5.4 LTS).
• Bump to PHPUnit 10 (and other dependencies).

And some more issues that will be part of this milestone. It should be achieved in few months from now.
