Eliminates unnecessary swift-bundler dependencies when it's only pulled in for the SwiftBundlerBuilders API. Will switch to package traits once we bump to Swift 6.1

SWIFT_BUNDLER_SLIM=1andSWIFT_BUNDLER_REQUIRE_BUILDER_API=1at compile time to explicitly test out this feature (added automatically when building a custom builder script.
