In prod, from a fresh clone, the remote branches are not available as local references

  File "/app/commands/git_export.py", line 597, in update_bucket_branches
    branch_tip = repo.lookup_reference(branch_refname).target
                 ~~~~~~~~~~~~~~~~~~~~~^^^^^^^^^^^^^^^^
KeyError: 'refs/heads/v1/buckets/main-preview'
