chore: reinstate percy and upgrade storybook

Description

• Adds Percy action back
• Updates Storybook to v8.3.5
• Updates @percy/storybook to 6.0.2
• I wanted to update @percy/cli to the latest version, but it wasn't compatible with @percy/storybook. See storybook field is no longer working in the config file percy/cli#1379

Instructions to test

1. pnpm install
2. make vue-storybook-build
3. pnpm --filter @explorer-1/vue-storybook percy:dry-run
