Based on trench experience from OpenIndiana/oi-userland#14630 and #2159

Hopefully this would help packaging efforts.

UPDATE: Per discussion in OpenIndiana issue, it seems that delivering driver actions is not the right way to solve this permissions problem. The commit which went into this PR earlier will be parked at https://github.com/networkupstools/nut/tree/usbrules-pkg5ips just in case, but is not an immediate goal anymore.
