One of the reasons why we have nextcloud-libraries was to restrict permissions. So there is no reason only organization admins can publish. This was a problem in the past for creating new releases. Signed-off-by: Ferdinand Thiessen <opensource@fthiessen.de>

So we just hope no one ever adds a lib here by accident again? |

Well or we ignore this here and patch it manually everytime we update the workflow on the libraries |
