Updated Neon SDK version in Build.cs and Directory.Build.props

Updated the Neon SDK version from 4.0.7 to 4.0.8 in the `Build.cs` file under the `Neon` namespace. Also, updated the Neon SDK package version from 4.0.6 to 4.0.8 in the `Directory.Build.props` file.
