doc: use nodejs/is-my-node-vulnerable as action name

Does it need to replace the author in action.yml or does just transferring the repository to nodejs work?

I think is fine, as the action will fetch for the repository. AFAIK it works as git pull/push when you transfer you can still use the old references GitHub will do the redirection under the hood.
