Story
As a User of stack_car I want to be able to scale workers to 3 so allow processing locally during testing of nnp imports which cause a bunch of bg jobs to process and I don't want to have to wait
Being able to scale would be ideal while using sc commands locally -- and possibly in production in the future.
-nalias for scaling dc services.
