Motivation

Capture and document a failed attempt to access the remote PR URL so future debugging has the original request and response context.

Description

Add notes/pr-access-2672.md containing the attempted command curl -I -L https://github.com/MoganLab/mogan/pull/2672 | head -n 20 and the observed 403 (CONNECT tunnel failed) response with headers.

Testing

No automated tests were run for this documentation-only change (not applicable).
