Neatly packaged with a bow for Christmas. Just run the .pkg and drop gzcom-dll.so in your plugins folder to enable extra cheats.

Initial implementation for OS X 10.8+ (same requirements as the base game itself). See README.md for installation and usage instructions. gzcom-dll.so, which enables extra cheats like Buggi's DLL, should be placed in ~/Documents/SimCity 4/Plugins.
