This improves the resolution of gcp graphs with a PanelWidth input.
Now, we are attempting to plot a datapoint per pixel where PanelWidth is the number of pixels.
In addition, this allows usage of $__interval and $__rate_interval variables in queries which are grafana variables used for rate queries.
