This PR adds the defaults key for info and format configurations:
e.g.:

info:
  SVLEN:
    value: $INFO/SVLEN
    defaults:
      $INFO/SVLEN: "-1"
    type: Integer
    description: "Structural variant length"
    number: 1
    alts:
      DEL: -$INFO/SVLEN
