Add plugin: Context Command Hider

It is a fork of https://github.com/kzhovn/obsidian-customizable-menu, with removing part handled by Obsidain Commander and reworked the settings. It can import the settings from kzhovn's plugin.

Try to avoid starting your description with "Allows you to" or similar wording.
A lot of plugin descriptions already use that, it's getting a bit repetitive.
