Docker: Update deps and workflow, include OpenSSL, Imath workaround for OTIO#2186

For OTIO we need to set DOTIO_FIND_IMATH=ON so that it finds our version of Imath via CMake. Because the ASWF build has Python support enabled, it requires a workaround to make CMake happy.
