Add usefull algorithms to decode html entities to utf-8

[Xxproner]

First algo: prevent decode specific potentially dangerous anscii symbols e.g. !', <', >', /' and etc.
Second algo: decode specific len of param to give the option to decode not-null terminated string(buffer)
