what is the difference between contributor and developer? Perhaps keep just developer and that matches the WG name too.

Contributors, in my mind, could be writers as well...

I was thinking of writers as well but I agree it can be a little redundant.

Add new charter document based on specifications, added some new sections and removed ones I felt were a little irrelevant. Feedback welcome as this is the first draft.
