When asking for pending migrations, it might take into account the data migrations as well.

When asking for pending migrations, it might take the data migrations into account as well.
Later on, ansible-obs will use the output to decide if it runs
rails db:migrate:with_dataor not. And in both cases, if there are schema or data migrations, we should run the command.
