feat: add location to block display names (FC-0033)

Addresses #436

To give dashboard users more context when looking at block names, the location of the block is prepended to the display name of the block. This PR introduces a new table, most_recent_course_blocks, that is populated by a materialized view that will insert the most recent version of a block. The course_block_names dictionary is updated to use this table instead of querying event_sink.course_blocks directly.
