[WIP] 이미지 치환기능 사용가능하도록 변경

기존 적용된 것을 무시하고 전체를 바꾸는 -g 옵션 사용가능하도록

1. 이미지 최신 버전으로 변경 (기존 argo workflow에는 반영된 내역)
2. render-cd.sh에서도 해당 옵션을 처리하도록 변경
3. prometheus operator 예외사항에 대한 변경가능하도록 수정

이 변경은 금번 구축 작업에서 spec-out 된 건으로, merge 되면 안되는 건으로 판단하여 base branch 를 일단 develop 으로 변경하였고, WIP 태그 처리하였습니다.
