This PR removes myself as one of Electron's two CPC Voting Members, replacing with a placeholder TBD. Since I was a regular member before becoming one of Electron's Voting Members, I've put myself alongside Myles in the Emeritus section for regular members.
README.md: Updated the Electron project's representatives, replacing Tierney Cyren with "TBD".README.md: Added Tierney Cyren to the list of Regular Member emeriti.
