Added msoa_code to measures breakdown
Added a compute_deciles function in plot_measures.Rmd and called in create_figures.Rmd (preemptively - will not work until released_output is updated)
Uncertain about tidy_measure.R changes and the measure/date column additions in the compute_deciles function.

Not sure if the code is even remotely correct, so the code still needs a lot of work, but what I would like to do next are as follows:

Wait for jobs to finish running, and run breakdown_measures.py again, this time with msoa breakdowns
Submit released output request, and use the updated dataset to fix/develop both the compute_deciles and future plot_deciles function
