Bumps the docker-dependencies group with 2 updates in the / directory: ubi9/go-toolset and ubi9/ubi-minimal.

Updates ubi9/go-toolset from 1.25 to 9.7

Updates ubi9/ubi-minimal from 6fc28bc to bb08f23

Pipeline controller notification
This repo is configured to use the pipeline controller. Second-stage tests will be triggered either automatically or after lgtm label is added, depending on the repository configuration. The pipeline controller will automatically detect which contexts are required and will utilize /test Prow commands to trigger the second stage.
