Bump tough-cookie and @openzim/libzim

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [@openzim/libzim](https://github.com/openzim/node-libzim). These dependencies need to be updated together.

Updates `@openzim/libzim` from 2.4.4 to 3.0.0
