Removing the full collection decision with GR-60343 was a mistake: in HotSpot, it was only removed for the case where an incremental GC was done and it might decide that a full GC would be useful right afterwards. The decision whether to do an incremental or full collection in the first place remained in should_attempt_scavenge (but not in our code).
