[FEAT] Workflows for both Windows (Compilation + Compression + Inno) and Linux (Compilation)

Compiles Flumi for Windows + Linux and creates installer for Windows.

I originally tried but having to compile the gdextension cross platform was hell... I'll try again later perhaps.
