⚡ Bolt: Optimize task ID generation

💡 What: Replaced head -c 10 /dev/urandom | md5sum | cut -c 1-6 with pure Bash ${chars:((RANDOM%36)):1} loop.
🎯 Why: Creating tasks or generating hierarchical IDs spawned 3 external processes per ID, which was slow (~4.5ms).
📊 Impact: Reduces ID generation time by ~75% (4.5ms -> 1ms). Avoids 3 forks per call.
🔬 Measurement: Benchmarked 100 iterations. urandom took 0.43s, pure bash took 0.10s. Verified format matches ^[a-z0-9]{6}$. verified unit tests pass.

PR created automatically by Jules for task 9729656022664617068 started by @oyi77

Replaces slow /dev/urandom pipeline (head | md5sum | cut) with pure Bash string slicing for ID generation.

- Reduces ID generation time from ~4.5ms to ~1.0ms (~4.5x speedup)
- Removes 3 external process spawns per ID generated
- Maintains [a-z0-9]{6} format
- Updates .jules/bolt.md with performance learning
