This PR adds support for Azure SSH installations, the Azure SSH installation requires more than just a management group id, we also need to specify a bastion host and the custom roles that we will assign to users using JIT access.
This installation also depends on having the Azure JIT integration installed (which currently isn't supported in terraform)
