The documentation (https://engineering.toggl.com/docs/api/me/index.html#put-me) doesn't state that country_id (via the REST API) is optional...will investigate.

Not in the PUT, but the GET, I was receiving NULL values with a newly created user (that maybe didn't set up his profile)
