Replace Wikimedia image sources with vectorlogo.zone

[Copilot]

Two skill logos (CSS3 and Scikit-learn) were sourced from Wikimedia Commons while all other technology logos used vectorlogo.zone, creating inconsistent external dependencies.

Changes

• CSS3 logo: upload.wikimedia.org/wikipedia/commons/d/d5/CSS3_logo_and_wordmark.svg → vectorlogo.zone/logos/w3_css/w3_css-ar21.svg
• Scikit-learn logo: upload.wikimedia.org/wikipedia/commons/0/05/Scikit_learn_logo_small.svg → vectorlogo.zone/logos/scikit_learn/scikit_learn-ar21.svg
• Updated alt text from generic "upload.wikimedia.org" to descriptive "CSS3 logo" and "Scikit-learn logo"

All skill section logos now use a single consistent source.
