Adds -dedup_by_word flag to the report_path command for cleaner reporting of bus paths.

Features:

Replaces complex deduplication mode enum with simple boolean flag
For buses, reports only bits with unique slack values
Reduces noise in path reports by deduplicating similar paths
Includes testing

Based on Silimate/OpenSTA implementation with upstream integration.
