feat: expand getDataByPath util

Expands on the internal getDataByPath utility to accept data, not form state.

This change has no effect on the getDataByPath method returned by the useForm React hook, as it is abstracted away from the underlying util, which has been migrated to getFormStateDataByPath.

Needed for #14117.

For example:
